The Student Voting Bill of Rights is a policy advocacy framework developed by the SLSV Coalition’s Youth Voting Rights Subcommittee that identifies core policy priorities essential for supporting youth and college student voting participation. Recognizing the clear connection between state voting policies and youth turnout rates, this framework outlines three fundamental categories of rights: the right to register without restrictive barriers, the right to cast ballots without major restrictions, and the right to an educated and empowered vote.
The framework emerged from research showing increased youth engagement following record 2020 turnout, emphasizing that accessible voting laws are crucial for sustaining and growing student democratic participation. It addresses specific barriers that disproportionately affect young voters, including restrictive registration deadlines, limited voting methods, polling place accessibility, and civic education gaps. The resource is supported by a monthly subcommittee that meets to discuss youth voting access through policy advocacy, voter education, and resource sharing among advocates working to expand ballot access.
