Implementation Toolkit: Federal Work-Study for Voter Registration

In recognition of the role postsecondary institutions play in promoting and supporting nonpartisan democratic participation, this toolkit was created to help guide college and university personnel in securing and applying FWS funds in order to maximize the positive impact this opportunity can have on civic engagement among students and in a campus community. Within this resource you will find:

  • Background on the federal policies that enable this particular deployment of FWS funds, what election-related activities they do and do not permit, and how they can assist postsecondary institutions’ compliance with legal requirements to provide voter registration information to their students as defined in the Higher Education Act.
  • The benefits of using FWS funds for campus-based and campus-funded voter outreach efforts, and examples of institutions that have done so successfully in the past.
  • Strategies to address potential challenges that may arise in implementing FWS-funded positions in support of nonpartisan student voter engagement.
  • Strategies that you can use to create a campus voter registration program using FWS funds.
  • How to use FWS funds to support local election offices.
  • Messaging guidance and additional resources to help ensure successful communications efforts when deploying FWS funds to support nonpartisan student voter engagement.

While no one resource can account for the full diversity of needs and contexts at all U.S. postsecondary institutions, this guidance aims to address the most common questions, challenges, and use cases at colleges and universities that have used, or are considering using FWS funds for nonpartisan student voter engagement work. By demystifying core elements of the process with action-oriented insights, we hope to inspire action that will, in turn, make the democratic process more accessible for campus communities throughout the country.
